At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday August 4, 2026, at the Montezuma County Administration building in Cortez, Colorado, there were present:

CHAIRMAN CANDELARIA opened the meeting of August 4, 2026 with the Pledge of Allegiance.

 

MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners of Montezuma County, held on Tuesday, July 28, 2026 as presented.  The motion was seconded by Commissioner Candelaria and carried.

 

Deletions / Changes to Agenda:

 

CONSENT AGENDA:  

Commissioner Koppenhafer moved to approve the consent agenda as presented.  Second by Commissioner Candelaria and carried.

 

The Consent Agenda items acted upon by the Board were as follows:

 

  • Approval of list of Road & Bridge vehicles going to auction. (See attached)

 

Item (s) Needing Individual Consideration:

SPECIAL EVENT LIQUOR LICENSE: Deputy Clerk, Jerri Frizzell presented for approval a Special Events Permit application from the Cancer Resource Alliance of Montezuma & Dolores Counties.  The annual Pretty in Pink fund raising event is scheduled for October 15, 2026, from 5:00 p.m. to 11:00 p.m. located at 26650 Road P Dolores, CO. 81323.  Cancer Resource Alliance Board President Tiffany Randall and Vice President Susan Keck gave an overview of the Alliance, the Pretty in Pink event and the funds distributed to local community members dealing with cancer.  Commissioner Koppenhafer moved to approve the Special Events application for the Cancer Resource Alliance of Montezuma & Dolores Counties, to be held at 26650 Road P.  Second by Commissioner Candelaria and carried.   (See attached) 

 

PAYABLE EXPENDITURE REPORT: Finance Manager Robert Dobry presented for approval the May 2026 Accounts Payable Expenditure Reports in the amount of $3,499,397.99.  Commissioner Koppenhafer moved to approve the payables for Montezuma County for May 1, 2026 in the amount of $3,499,397.99.  Second by Commissioner Candelaria and carried.   (See attached)

 

PAYABLE EXPENDITURE REPORT: Finance Manager Robert Dobry presented for approval the June 2026 Accounts Payable Expenditure Reports in the amount of $3,354,531.08.  Commissioner Koppenhafer moved to accept the June 1, 2026 payables, as presented in the amount of $3,354,531.08.  Second by Commissioner Candelaria and carried.   (See attached)

 

PUBLIC HEARING: It being the time set aside a public hearing is held for review and determination regarding a proposed Subdivision Amendment & Rezoning Application to the J&J Lanier Single Lot Development, submitted by Joseph & Jennifer Lanier, on property located at 27193 Road 10, Pleasant View, CO, consisting of 10.09 acres, more or less, located west of Road 10, north of Road CC, situated in Sections 30 Township 39N, Range 18W, N.M.P.M.  The roll was called, the public notice read, and the proceedings were recorded for the record.  Mrs. Lanier was present.  Planning Director, Don Haley presented the details of the application and the findings of the Planning and Zoning Commission.  Commissioner Candelaria opened the hearing to public comment.  Hearing no public comment, that portion of the hearing was closed.  After hearing all the evidence presented Commissioner Koppenhafer moved to approve the Subdivision Amendment & Rezoning Application to the J&J Lanier Single Lot Development, submitted by Joseph & Jennifer Lanier, on property located at 27193 Road 10, Pleasant View.  Second by Commissioner Candelaria and carried.  Commissioner Candelaria closed the hearing at this time.  (See attached)

 

COUNTY ATTORNEY REPORT: County Attorney, Stephen Tarnowski,  Topics discussed within the Attorney’s report included, the review of the current Land Use Code, working on resolutions for proposed ballot measures, an update to the CBOE Arbitrator list, the Leaf Properties / Dollar Store appeal, and the scheduled Ironwood Property contempt hearing. 

 

PUBLIC HEARING: It being the time set aside a public hearing is held for review and determination regarding a proposed 2 Lot Moderate Subdivision & Rezoning Application, submitted by Sara Broersma & Kyle Duggan, on property located at 6300 Road 21, Cortez, CO, consisting of 19.90 acres, more or less, located east of Road 21, south of Road G, situated in Sections 7 Township 35N, Range 16W, N.M.P.M.  The roll was called, the public notice read, and the proceedings were recorded for the record.  Ms. Broersma was present.  Planning Director, Don Haley presented the details of the application and the findings of the Planning and Zoning Commission.  Commissioner Candelaria opened the hearing to public comment.  Hearing no public comment, that portion of the hearing was closed.  After hearing all the evidence presented Commissioner Koppenhafer moved to approve the 2 Lot Moderate Subdivision & Rezoning Application, submitted by Sara Broersma & Kyle Duggan, on property located at 6300 Road 21, Cortez, CO.  Second by Commissioner Candelaria and carried.  Commissioner Candelaria closed the hearing at this time.  (See attached)

 

PUBLIC COMMENT: Public comments were made by Angela Allred.

 

COUNTY ADINISTRATOR REPORT: Administrative reports will be included in the weekly Commissioner reports.

 

COUNTY CLERK & RECORDER: Clerk & Recorder Kim Percell no report given.

 

COUNTY COMMISSIONER REPORT: Topics within the Commissioners’ reports included:

 

Commissioner Lindsay was not in attendance at the meeting.

 

Commissioner Koppenhafer discussed a Bureau of Reclamation management proposal for the Colorado River, the recently held County Fair and the Fair Ground’s sound system.

 

Commissioner Candelaria gave an update on the Hwy 184 and Road 25 Road & Bridge Project, discussed the Monday Workshop, road impact fees, departmental budget hearings and made a public thank you to those who participated in the County Fair.
