At a regular meeting of the Board of Commissioners, Montezuma County, Colorado, held on Tuesday September 1, 2026, at the Montezuma County Administration building in Cortez, Colorado, there were present:

CHAIRMAN CANDELARIA opened the meeting of September 1, 2026 with the Pledge of Allegiance.
MINUTES: Commissioner Koppenhafer moved to approve the Proceedings of the Board of County Commissioners for Montezuma County held on Tuesday, August 25, 2026, as presented. The motion was seconded by Commissioner Lindsay and carried.
Deletions / Changes to Agenda:
PUBLIC COMMENT: No public comment was presented.
CONSENT AGENDA:
Commissioner Lindsay moved to approve the consent agenda with approval of the IT Department budget adjustment for hardware purchase and approval for signature on the letter of support for the Colorado Parks and Wildlife Non-Motorized Trail Grant. Second by Commissioner Koppenhafer and carried.

SPECIAL EVENT LIQUOR LICENSE: Deputy Clerk Jerri Frizzell presented for approval a Festival Permit application from the Mancos Brewing Company LLC., located at 484 E. Frontage Road Mancos, Co. 81328. The event is scheduled for September 25th and 26th, 2026 from 12:00 p.m. to 10:00 p.m. Commissioner Lindsay moved to approve the Festival Permit application for the Mancos Brewing Company, located at 484 E. Frontage Road Mancos, Co. Second by Commissioner Koppenhafer and carried. (See attached)
LIQUOR LICENSE: Deputy Clerk, Frizzell, presented for approval, a Colorado Liquor Retail License Application for UPOP Holdings, LLC, DBA Hilltop Package Liquor (Store #48), located at 27963 Hwy. 184, Dolores, Co. 81328. Commissioner Koppenhafer moved to approve Colorado Liquor Retail License Application for UPOP Holdings, LLC, at 27963 Hwy. 184, Dolores. Second by Commissioner Lindsay and carried. (See attached)
COUNTY ATTORNEY REPORT: County Attorney, Stephen Tarnowski, was absent. Assistant County Attorney Gus Maxwell, Topics discussed within the Attorney’s report included, continued work on the ballot language, and child welfare dependency docket.
COUNTY ADINISTRATOR REPORT: Commissioner Candelaria reported that the Interim Administrator contract with Travis Anderson had been executed and signed and an arborist report related to one of the trees in front of the Administration building. The tree will need to be removed.
COUNTY CLERK & RECORDER: Clerk & Recorder Kim Percell no report given.
COUNTY COMMISSIONER REPORT: Topics within the Commissioners’ reports included:
Commissioner Koppenhafer reported on the attended Southwest Water Conservation District meeting, the Town of Mancos Board meeting, at discussion related to the proposed NCA and a meeting with Senator Hickenlooper related to the local drought.
Commissioner Lindsay reported on the attended Cortez City Council meeting, his virtual attendance at the Housing Solutions meeting, and the available financial position to serve on the Housing Solutions as a representative of both Montezuma and Dolores Counties.
Commissioner Candelaria discussed the CCCI deadline to appoint the BOCC designated legislative voter and reported that Initiative 175 has been pulled from the 2026 November ballot also discussed a list received related to Social Services unfunded mandates.
