Call to Order and Introductions

Bobbi Lock called the regular meeting of the Montezuma County Public Health Board of Health to order at 1:30 p.m. on January 13, 2026, in the Montezuma County BOCC Room.

Approval of Minutes from Last Meeting

Previous meeting minutes were reviewed. No amendments were noted.

On-site Wastewater Treatment System (OWTS)

Non-Compliant OWTS Updates

1st non-compliant system: Inspection of the previously unpermitted system was completed by a third party and passed. The owner paid the required fee and was issued a permit.
2nd non-compliant system: Limited contact has occurred with Environmental Health (EH) staff. A representative appeared at the Health Department on January 12, 2026, to pay the fee. EH staff will require an inspection and proof of compliant installation before issuing a permit.
Another non-compliant case is tentatively scheduled to appear at the January 20, 2026 BOCC/BOH meeting, pending timely service of notice. The Sheriff’s Office is scheduled to serve the notice to appear.

Public Comment on Proposed OWTS Regulation Changes

The meeting was opened for public comment regarding proposed changes to Regulation 43. No public comments were received. The BOH agreed to formally accept the Regulation 43 changes at the January 20, 2026 BOCC/BOH meeting.

Communicable Disease Update

Bobbi Lock provided an update on communicable disease activity in Montezuma County.

Presentation of Final Public Health Improvement Plan (PHIP)

Katy Maxwell presented MCPHD’s 2026–2031 Public Health Improvement Plan. The BOH engaged with questions and suggestions. Goals and outcomes were reviewed, and approval of the 2026–2031 PHIP was discussed.
