Colorado has a toll-free phone number available 24 hours a day, 7 days a week, 365 days a year to report mistreatment of an at-risk adult or self-neglect.
Please call the Colorado Child Abuse and Neglect Hotline at 1-844-264-5437 to report concerns. All calls are confidential and will be routed to the county where the adult resides.
Adult Protective Services (APS) receives reports of abuse, neglect, and exploitation of at-risk adults, conducts investigations into the allegations, and implements services to reduce and prevent further mistreatment.

At-risk adults are defined as individuals age 18 or older who are susceptible to mistreatment or self-neglect. This may be due to an inability to perform or obtain services necessary for their health, safety, or welfare, or because they lack sufficient understanding or capacity to make or communicate responsible decisions about their person or affairs.
Reports and referrals can be made by anyone with a concern. Certain positions and professions are Mandated Reporters. Click here to see if you are a Mandated Reporter

Referrals and reports are accepted in person or by phone Monday through Friday, from 8:30 AM to 4:30 PM.
If you need to report caretaker neglect, physical abuse, sexual abuse, exploitation, or self-neglect of an at-risk adult after business hours, please contact your local law enforcement agency.

You can file by mail, phone, fax, or email. The Civil Rights Officer can also help you file the grievance.
